I think creating the discussion web should be a good chunk of the grade but the design and content of your personal web should carry some weight also. The last 150 points should be distrubuted as 100 points for the discussion web and 50 for the personal web. The entire 50 points should be given for your personal web as long as you have the requirements that were specified.
